If I choose one that is delivery of possession may 2018 but my MOP is Aug 2018... 3 months difference. Can appeal or not?

You may want to take a look at this thread on reddit.com:

Apparently the only way to apply for a flat from hdb before MOP is for you to have bought a resale flat without taking a housing grant. But even then the key collection must be after the MOP. If the delivery possession date (latest day that HDB must give you the key) is before your MOP then cannot.

I think HDB is quite strict on MOP, except for cases where there are sob stories...
