Difficult to know real story behind without detail. Maybe You every bto apply for those popular project that are oversubcribed by 20-30 times or something...

Regarding the Q no and selected flat don't tally, the responses I got from HDB was because of MGPS ( multi generation ) where the parent choose 2/3 room and the children choose 4 room but they share the same Q no or what HDB called pair selection. So resulting in the Q no and flat selected not tally. HDB is trying to resolve this issues so mean while they remove the last Q no totally.

Don't need to think so much, only one conclusion:

HDB not being honest/transparent.

If Singapore going down this route of raising dogs for support we'll end up like China full of corrupt officials.
