1. Recommendation for ISP Plans to Go

Updates for Year 2025. The following are just my personal opinion. YMMV.

1) For existing users of any ISPs: no switching of ISP unless if you got issues or you got good offers from the other ISPs.


This is especially true for M1 500Mbps and Starhub 500Mbps plan users since you still pay S$30.45 per month out of contract. You can always wait for recontract offer which you like to upgrade to a new plan from M1/Starhub, You also have the freedom to jump to other ISPs as well.

Same for Singtel users -- if you are fine with your Singtel Fibre internet plan using ONR, no need to change, even though I do not recommend new users to go with Singtel because of the use of ONR and relatively higher cost compared to other ISPs.

However, as per the updates from Singtel thread on 12-Dec-2024, Singtel does not allow recontract of ONT based plan (legacy 1Gbps plan) any more -- it is better for Singtel ONT users who want to keep using ONT with their own router to consider switching to other ISPs using ONT.

WC 2.5Gbps plan is also a good one for existing WC users even though it may not be of very good values for new users due to NLT charges and installation charges.

2) Recommendation for new sign-up:

You should go through Post #3 to see which plan you like better. Post #2 and Post #4 are worth reading as well.

3) For Dual ISP users:

ST+WC is not recommended because WC uses ST infrastructure. SH+MR may not be recommended since they seem to be merging the backend.

II. Details of ISP Fibre Internet offerings

1. SingTel : (2Gbps/3Gbps/5Gbps/10Gbps plan, legacy 500Mbps/1Gbps plan)


Public IPv4: yes, no static add-on

Updated on 12-Dec-2024, Singtel does not allow recontract of ONT based plan (legacy 1Gbps plan) any more -- it is better for Singtel ONT users who want to keep using ONT with their own router to consider switching to other ISPs using ONT.

ONR users: 6rd IPv6, but you may need to request from Singtel and it may not be easy. On-going native IPv6 deployment. Native IPv6 (/56) is being deployed since Nov 2023 and not yet finished as of March 2025. But it is still difficult to get native IPv6 for ONR users since very few Singtel people know how to get this done.

Singtel 2Gbps plan: aggregated 2Gbps, must use Singtel GPON ONR.

Singtel 2.5Gbps plan (only offered to some recontract customers previously) : aggregated 2.5Gbps, must use Singtel GPON ONR

Singtel 3Gbps/5Gbps/10Gbps plan: use XGS-PON ONR, 1 x 10G LAN port and 4 x 1G LAN ports. Take note these plans are all using XGS-PON ONR.

You may or may not be able to bridge the GPON or XGS-PON ONR by yourself. YMMV.

Update on 18-Feb-2025: Singtel now offers XGS-PON ONR bridging at S$10 per month.

Strong points: very stable, may have some advantages in terms of routing to China.

Some users may want to go with the Entertainment bundles with Fibre Internet and Singtel TV / Singtel Cast.

Using ONT
Carrier Grade NAT, no public IP by default. You can pay one time charge of S$51 for the Static IP.
No IPv6.

MR Gamer plans are perceived to have good speed and lower latency by some users. MR Gamer Plans (3Gbps/10Gbps) may have the lowest latency to China.

MR HyperSpeed 3Gbps/10Gbps plans are using XGS-PON ONT.

5.Viewquest (10Gbps XGS-PON based plan with bridged ONR or XGS-PON ONU stick, 3Gbps plan).

Using CGNAT by default. You need to pay for static IP add-on to get public IPv4 address (monthly charges apply).

Free Working IPv6 upon request.
Recontract users may have options to upgrade to 3Gbps/10Gbps plan at reduced pricing.

VQ is also perceived by some users to have good performance. But some users have reported stability issues.

1. More about Digital voice
1) M1 digital voice is free with M1 Fibre Internet service. As per M1 Digital Voice terms and conditions, you can not de-bundle digital voice service.

Sharing my recent experience with porting Singtel digital voice number to M1.

Do not call SIngtel to terminate your broadband (bundled with digital voice) until M1 notifies you that the port-in is successful. Singtel requires 7 days to terminate your broadband;

Failing to do so will require you to
  1. Call Singtel to "unterminate"
  2. Call M1 to proceed port in
  3. Wait for M1 to notify the successful port in
  4. Call Singtel to terminate (new effective date will be the date you call + 7 days)

5. SIMBA now has free digital voice service with the Fibre Internet service. And you can port digital voice service from other ISPs to SIMBA.

2. More about GPON limitation and XGS-PON limitation

GPON: Theoretical max speed: 2.5 Gbit/s download, 1.25 Gbit/s upload. This applies to 2.5Gbps plans from M1/SIMBA/WC (total bandwidth). ST/SH/M1/MR/VQ 2Gbps plan --> 2Gbps download and 1.25Gbpr or 1Gbps upload (total bandwidth).

XGS-PON: the 10Gbps plans with XGS-PON technology will be limited to be about 8.2Gbps download/upload in general.

3. More about Singtel as an home Fibre ISP

Singtel is the No 1 consumer ISP here in Singapore, followed by Starhub+MR (Starhub now owns 100% of MR Fibre Broadband), and then followed by M1 (SIMBA has a proposal to acquire M1 Fibre Broadband business now).

Singtel is also the most stable consumer ISP in Singapore if you use downtime as the reference.

Why I do not recommend Singtel for new users and power users?

There are a few known limitation of Singtel Fibre Internet in general. The use of ONR is No 1 issue to me.

1) Use of unbridged ONR for 2Gbps plans and above (all users). Singtel ONR will be the main router of the network yet it has very basic features (you can not even set up your own DNS servers). It may not be able to handle many clients. And there are reports that user may face certain port forwarding issues.

For Singtel 3Gbps/5Gbps/10Gbps plan. It will come with ZTE or Nokia XGS-PON ONR not bridged by default.

Singtel charges S$10 per month to bridge the XGS-PON ONR. The users may be able to bridge the ONR at their own risks. YMMV.

2) International routing issue to quite some locations. On the other hand, it may be the better one among local ISPs for the connection to China (MR Gamer Plan is probably the best). So it depends on your use case.

3) SingTel is known to throttle certain traiffic likeTorrent. You can use client like qBitTorrent and force encryption to get better download speed though. But for ONR users, the ONR can be another limiting factor as well.

4) Singtel usually gives the worst free wireless router or AP (mesh node) compared to other ISPs.

Singtel 5Gbps/10Gbps plan users have the option to go with TP-Link HB810, which is a decent 10Gbps capable WiFi 7 router. Take note it is a TP-Link service provider model with some limitations like slower bug fixes and less features compared to consumer models like Deco BE85 (with very similar HW spec but better FW and better Deco Mesh technology).

5) Singtel promotes its own mesh solution from Arcadyan and Askey (no longer the case now with 3Gbps/5Gbps/10Gbps plan -- now with TP-Link). They are not good mesh solutions and only capable of 1Gbps. This is true even for the 3Gbps/5Gbps/10Gbps plans.

6) Singtel IPv6 implementation is using 6rd which is not good compared to M1/Starhub. It is also difficult to get IPv6 for ONR users. Singtel started to deploy native IPv6 service in late 2023, with /56 prefix. But ONR users have to request native IPv6 through Singtel. The deployment of native IPv6 is still not finished as of Dec 2024.

7) Many power users have left Singtel because of the above issues, especially because of ONR. I also do not recommend new users to go with Singtel also because of the ONR. Even though average users may not have issues with ONR but that may limit the flexibility and freedom of using one's own router to the full of its capability. More over, Singtel typically charges higher cost for the Fibre internet plans.

8) Take note Singtel no longer offers recontract of ONT based legacy plans as per the reports on 12-Dec-2024, In this case, people who want to keep using ONT plus their own router may have to leave Singtel and go with other ISPs offering ONT like M1/Starhub.

9) That being said, most of the average existing Singtel users should have no issues with Singtel ONR. In that case, there is no issue to stick to Singtel because of the stability. I will still recommend to move away from Singtel specific wireless router and mesh solution (Askey and Arcadyan) in this case.

4. More about SIMBA as an ISP.

Main issues now for SIMBA, at least from the reports, are the following
1) Lack of support --> this can be a critical issue especially for average users who are not tech savvy
2) CGNAT without Static IPv4 add-on. SIMBA 10Gbps has native IPv6 which may help but it may still be an issue for those want to have a public IPv4 address. You can refer to the earlier discussion about CGNAT in this post.
3) There are some routing issues reported as well.

#2 (lack of support) is the main reason that I can not recommend SIMBA to average users as of now.

Power users know their use cases well -- so it is usually not an issue to go with their choice of ISPs. But I would not recommend power users to go for SIMBA either because of #2 (CGNAT without static IPv4 add-on).

5. More about using VQ as an ISP


Some power users may want to consider VQ due to some power user friendly features, like Static IPv4 add-on, SFP+ ONU, free static IPv6 and better performance to some locations. On the other hand, there seems to be frequent report of stability issues by some users. For average users, it is probably better to go with M1/Starhub.

If you use dual ISP, no problem with using VQ as one of the ISPs.

1. It is good to have more competitions with around S$30 per month (effective pricing) plans from the ISPs.

I will usually recommend Starhub and M1. But I understand people may have good reasons to go with other plans. For example, M1 may not be a good choice if you are heavy on China contents. Starhub customer service may not be the best.

2. Throttling of BT traffic
Some people are worried about throttling of BT, here is the what I gathered, just for reference. Take note I myself support the throttling policy for BT.

3) Starhub (a bit of throttling) >
4) SingTel (pretty heavy throttling) = Whizcomms; throttling of BT and things like Google Drive Download

3. Static IPv4

Majority of users will be okay with CGNAT but some users get affected (eg: cannot do port forwarding or hosting services).

VQ/MR provide static IPv4 add-on for those who hit the limit of CGNAT.

Unfortunately SIMBA does not have that add-on. It provides public IPv6 for 10Gbps plan users as a potential work-around but not able to sort out all issues.

Take note that there are no more dual 1Gbps plans like M1 2Gbps, Starhub 2Gbps, MR 2Gbps and Singel 1+1 Gamer Bundle, for new users.

All the ISPs' 3Gbps/5Gbps/6Gbps/10Gbps plans (all based on XGS-PON technology) are single 3Gbps/5Gbps/6Gbps/10Gbps plan.

For those 3Gbps/5Gbps/6Gbps/10Gbps plans using XGS-PON ONT, only one 10G port of the ONT is active.

For those 3Gbps/5Gbps/6Gbps/10Gbps using XGS-PON ONR, then one 10G port and a few 1G ports of the ONR are active.

Power users will usually avoid ONR due to the limitations of the ONR (usually with slow CPU and limited FW features). Some average users may actually like ONR as it saves one router in the DB box and ONR has a few LAN ports functional.

6. International routing (which may affect gaming and some other things).

Singtel is said to have not so good routing to many international locations, which may affect gaming performance. On the other hand, it is actually the better ISP to go for China, whereas M1 and SIMBA are known to have not-so-good routing to China.

There's more nuance to how a connection is considered good. connection speed is largely meaningless for most people, and is just a convenient number ISPs like to use to differentiate their services in the market.

the real metric that really matters is how well peered they are, and how much upstream capacity they have relative to their user base, and the quality of their upstream transit providers.

And guess what? this aspect isn't transparent, so good luck to you unless you put in effort to figure it out.

1. Why it is difficult for local consumer ISPs to offer S$20 per month (with GST) Fibre Internet plans?

This is because NLT charges the ISPs at S$13.50 per user per month (1:24 split ratio). Therefore it is difficult for any ISPs to offer S$20 per month to happen from Singtel/M1/Starhub unless NLT reduces the price further. The lowest per month pricing previously was S$21.80 for WC/SIMBA 2.5Gbps plan but both have raised price (without wireless router bundle).

Old info consolidated.

1. Summary for the year 2022 (update in Dec 2021):
My recommendation for new users is to go with M1 or Starhub, either 500Mbps plan or 1Gbps plan. Both of them are using ONT and have proper IPv6 implementations.

As for exisitng users, if it an't broke, then no need to change. If you want to change due to issues, then that is okay -- you can consider M1 or Starhub.

And usually many users are facing Wifi issues due to poor ISP bundled free router, or poor placement of the router. Wifi issues will not be sorted out by upgrading to 2Gbps plan, or by switching ISPs. You need to get better routers and/or optimize the router placement, or add more APs.

A point to note is that it may not be a good idea to switch to a different ISP due to the "better" free bundled router.

As for switching because of better promotions, please also consider the NLT charges and the extra charges. Do you maths first.

2. Impressions of ISPs in 2021 based on my reading in this forum. YMMV.

1) Best in terms of stability: most of ISPs are okay, except Viewquest

2) Fastest: all ISPs are okay, staticsticks may still show Viewquest and MyRepulic are the fastest, however, this is more likely due to the user base (more power users)

3) Best in terms of offer for new users and recontract users: Starhub

Overall Best ISPs: it depends on each individual. But for new users, I will recommend M1 and Starhub.

From what i read here a few weeks ago, SI also offer a 1gbps plan (although its around $60 so still more expensive than the others) and have good IPv6 support, but it's not well advertised and you have to call them.
Their 10gbps is also symmetric which noone else seems to be offering.

1. Please read Post #3 and Post #5 to see which plan you like to go. Usually I will recommend M1/Starhub for new users. But you may decide on the best plan you want to go.

I do not include short time promotion offers (eg: from VQ) so you may want to check out the individual ISP thread to check out.

For new users, I will usually recommend Starhub and M1. But I understand people may have good reasons to go with other plans.

For example, M1 may not be a good choice if you are heavy on China contents.

Starhub customer service may not be the best and Starhub Digital Voice is slow.

In general I do not recommend SIMBA due to the fact that it does not have good support for average users and it uses CGNAT which is not good for power users.

MR and VQ also use CGNAT, but power users can subscribe to static IPv4 add-on. VQ users may have some stability issues from time to time but the reports seem to indicate that users with static IPv4 add-on and not using FreeDom DNS may have better stability. After the merger with Starhub, there are also some complaints about MR. Please check out VQ and MR thread if you are interested in these two ISPs.

WC and Singtel use ONR. So they are not good for power users who want to use their own router to its full potential (no Double NAT, not using the powerful router in bridge mode and waste the CPU power). That being said, for average users who do not mind ONR, WC can be a good option as a low cost yet stable ISP. SingTel is arguably the most stable ISP and the support is better than WC. So it can be a good option as well for average users who prefer to go with SingTel due to the stability.

2. Best offer from Starhub: offer history since late 2024

Starhub 5Gbps special offer history from late last year.

1. Options for existing Singtel users (recontract)

If you are fine with your Singtel Fibre internet plan, there is no problem to stay with Singtel, even though I do not recommend new users to go with Singtel.

ONT users who are using their own router and want to keep using the Singtel ONT: unfortunately, as per the report on 10-Dec-2024, Singtel has stopped to offer recontract of ONT based legacy plans. You have to prepare to leave SIngtel for other ISPs using ONT.

Singtel now offer bridging of XGS-PON ONR for S$10 per month. A few Singtel users are able to negotiate with Singtel to get official Singtel ONR bridging without paying S$10 per month. Okay, I believe this is the final answer already. The Home Department is supposed to be related to the Retention Department.

So I guess it is the time for users who want to continue using Singtel ONT plus their own router to prepare to move out of Singtel.

For Singtel users who use Singtel ONT plus Singtel issued router, they should have no issues to upgrade to Singtel 2Gbps plan with ONR (or newer 3Gbps/5Gbps/10Gbps plan with XGS-PON ONR).

Some caveats:
  1. All plans with 24mo contract as base, unless stated.
  2. This table was meant to be a quick and dirty comparison, so all listed prices are for the most baseline plans. This may not include a bundled router for some cases, so please read carefully. There are many permutations because of the way some telcos (Singtel, StarHub, M1, MyRepublic, ViewQuest) try to bundle various options. Some bundles may not be confined to routers, but could be other gadgets or services. Still, since the focus of this is internet plans, make your own choices.
  3. I intentionally left out "secret link plans" or "insider circulation plans". These are publicly available information garnered from the various ISP web sites. Hang around IBNC and see if you can spot some plans. As of today, there are some StarHub promotions that look interesting.

Impressions of ISPs in 2021 based on my reading in this forum. YMMV.

1) Best in terms of stability: most of ISPs are okay, except Viewquest

2) Fastest: all ISPs are okay, staticsticks may still show Viewquest and MyRepulic are the fastest, however, this is more likely due to the user base (more power users)

3) Best in terms of offer for new users and recontract users: Starhub

4) Good latency: Viewquest and MyRepublic, then M1/Starhub, but sometimes it also depends (eg: gaming server locations). Wost will be Whizcomms because it uses Singtel network, and Singtel will de-priotize Whizcomms customers in terms of routing compared to Singtel customers.

5) Good IPv6 support: M1 and Starhub

6) No or almost no throttling of BT traffic: Viewquest and Myrepublic.

7) Best valus ISP plans: 500Mbps plan from M1 and Starhub

8) Fastest ISP Plan: SuperInternet 10Gbps plan, only for niche users.

Overall Best ISPs: it depends on each individual. But for new users, still I will recommend M1 and Starhub.
When you put it all on a table for ease of comparision, it reaffirms that Singtel isn't a good deal at all. In fact, the ISP with the least nonsense and provides everything is M1.

Edit 20241029: This referred to the older table in #10 with more comments. =) The newer one has no updates.

1. As of now (1-Oct-2025), best value plans for new sign-up in my personal opinion. For recontract, you may have to check out individual thread and check with the respective ISP.

1) Starhub 3Gbps plan at S$29.55 per month with free TP-Link HB410.
2) M1 3Gbps plan at S$32.90 per month with free TP-Link Archer BE230 or RT-BE58U.
3) M1 6Gbps plan at S$38.90 per month with free TP-Link Archer BE805 or RT-BE92U.

I will recommend M1/Starhub 3Gbps plan or M1 6Gbps plan to most of the average new users as they are still of better value than SIMBA 10Gbps plan because of the better support. SIMBA is also using CGNAT without static IPv4 add-on, so it is not a good option for power users either.

MR/VQ may not be so suitable for average new users either because of CGNAT and potential stability issues (especially VQ). Power users may want to consider MR/VQ and opt for the Static IPv4 add-on. VQ also has free /56 static IPv6 upon request.

Singtel usually does not offer good values for new users (even if the new users do not mind using ONR). Power users usually shun Singtel/WC because of ONR.

WC can be considered if the user wants lower cost and do not mind using ONR. But WC support may not be that good for average users.

2. Everyone may have different priorities. So it is better to go to individual ISP thread to ask for more details if you want to hear from the users.

I have one question with regar to your comments on M1, not so sure if it is correct that "Stability may be location-dependent. Users living in the Northeast region seem to report more downtime".
Check around a few more - EDMW has quite a few reports over these past 2 years, and all seem to be Northeast.

Do a search for "M1 down" on HWZ. ;)

XGS-PON ONT and ONR models for reference, for 3Gbps/5Gbps/6Gbps/10Gbps plans.

Usually the brand does not matter as the performance is similar. Rather it matters whether it is an ONT or ONR. Power users will avoid ONR in general or they will try to bridge it.

1. Starhub users will usually get Nokia XS-240X-A or Nokia XS-140X-A ONT now. Existing users may have the Nokia XS-2426X-A ONR (with built-in AX6000 WiFi 6 function) which may have some WiFi issues. You can request Starhub to change to ONT instead if you encounter issues.

2. MR users are reported to get Nokia XS-250X-A, XS-240X-A or XS-140X-A XGS-PON ONT.

3. M1 users will mostly get a Huawei OptiXstar HN8250Ts-20 XGS-PON ONT. M1 10Gbps ONR plan will use a Huawei brand ONR HN8255X6s-8X (with built-in WiFi 6 function).

4. SingTel is using ZTE F8648P or Nokia XS-240X-A XGS-PON ONR. Take note Nokia XS-240X-A can be configured as ONT or ONR.

5. Whizcomms is using the same XGS-PON ONR models as Singtel.

6. VQ is using FibreHome HG5852SA (configured as a bridged ONR by default but you can request VQ to configure it in router mode if you really want an ONR). They have a smaller size Huawei brand ONT as well. VQ also has an offer of Huawei OptiXstar S800E SFP+ ONU for power users at S$99 extra.

7. SIMBA is using Huawei brand ONT. SIMBA also has a new ONR model (model number to be confirmed).
